How the Regulatory Review Process Works

Indiana Michigan Power has submitted its Building the Future plan to the Indiana Utility Regulatory Commission (IURC) for review.

The regulatory rate review uses an open process that allows the public, customers and organizations to submit testimony and declare support or opposition to all or part of a proposal.

A typical customer’s rate is made up of the cost of providing the energy to your home. It includes the cost of generation, poles, wires, personnel and capital projects such as environmental control technologies and new equipment to ensure the reliable delivery of power to you. The overall cost is divided up based upon the number of customers served and then applied to the amount of energy you use to determine the cost to you see on your bill.

The five-member IURC makes decisions based on the evidence presented. By law, the bipartisan IURC is an advocate for neither the public nor the utilities and is required to ensure utilities provide reliable service at reasonable rates.

Another state government agency, the Indiana Office of Utility Consumer Counselor (OUCC), represents customers and the public. The OUCC advocates for customers, while the IURC is impartial.

Approximate Regulatory Rate Review Timeline

Day 1 The Utility Files for a Regulatory Rate Review. 
          11 weeks after filing: The IURC hosts public hearings. 14 weeks after the filing The OUCC and any interveners present their cases. 
          18 weeks after the filing with the IURC: I&M presents its rebuttal. 21-22 weeks after the filing with the IURC: Hearings on the evidence. 
          27 weeks after the filing with the IURC: Parties file their proposed orders – essentially stating how they want the commission to rule.
          300 Days or approximately 43 weeks after the filing with the IURC: Commission issues its ruling.

A formal submission or filing is a request for a regulatory rate review by the utility begins a process of substantial review and public discussion that includes the utility providing all corresponding materials and facts to back up its request for the proceeding.

Timelines can vary, but in Indiana regulatory rate reviews take approximately 300 days according to state statute.

I&M uses Flurry Analytics Service (provided by Yahoo) in order to improve its mobile apps. Flurry’s privacy policy governs the use of this information.

Also, I&M reserves the right to share any aggregated information (i.e., non-personally identifiable information) with any third parties for any reason, unless prohibited by law.

We will not sell, rent or otherwise disclose the information we gather about you or your account to any third party, except as outlined in this Privacy Policy.

Security

I&M takes reasonable steps to protect your personally identifiable information as it is transferred to us, through the use of Web technologies such as the Secure Sockets Layer and others. However, no Internet transmission of information is ever completely secure or error-free. In particular, e-mail sent to or from I&M may not be secure.
